ICS-410 Incident Commander

Course Overview

ICS-410 prepares emergency management and response personnel for the role of Incident Commander (IC) on an Incident Management Team. The course builds on ICS fundamentals and focuses on the IC’s duties and responsibilities, including incident response and effective section management. Training is delivered in small, instructor-led groups in your region, featuring hands-on exercises, realistic scenarios, and personalized coaching to ensure job-ready skills.

Course Objectives

  • Identify key resources and reference materials for the Incident Commander (IC) position.
  • Explain the IC’s role in leading and managing an Incident Management Team (IMT) and coordinating with team members.
  • Describe the IC’s responsibilities for IMT administration, readiness, and staffing.
  • Identify the components of a typical Incident Commander Go-Kit.
  • Explain the purpose and function of command, agency oversight, and coordination in incident management.
  • Describe command and coordination structures from the IC’s perspective.
  • Explain how the IC interacts and collaborates with Agency Administrators/Executives for successful incident management.
  • Describe procedures for ensuring a safe and effective transfer of command.
  • Apply effective communication practices for internal and external audiences during an incident.
  • Define leader’s intent, priorities, objectives, strategies, and tactics as applied by the IC.
  • Describe the IC’s responsibilities for planning processes, meetings, and documentation.
  • Explain staffing considerations and responsibilities for building and managing the IMT.
  • Identify steps for managing special situations during an incident.
  • Describe the IC’s financial management responsibilities and coordination with the Finance/Administration Section.
  • Explain agreements the IC may encounter during incident management.
  • Apply best practices for personal documentation and recordkeeping as an IC.
  • Outline the IC’s role in demobilization, returning the incident to local management, and evaluating Command and General Staff performance.

Target Audience: Responders who may be assigned duties as an IC during an incident.

Duration: 30 hours, delivered over 4 days, in person.

The ICS-410 course is designed as a blended learning experience. While the core content is delivered in four days of instructor-led, face-to-face training, additional asynchronous activities are included to reinforce learning and meet the full 30-hour requirement.
